Ruth Ann Welsh (nee Harter) was beloved wife of Tom Welsh, devoted mother of Scott Davis, loving daughter of Dr. James and Margaret Harter, daughter-in-law of Tom Welsh, Sr., and Barbara Welsh, dear sister of Deborah Harris, granddaughter of Jean Torrance of Edinburgh, Scotland and sister-in-law of Connie, Tim and Crissy. She died Thursday, September 4, 2003, at the age of 42 years. Funeral service Sunday, 6 PM, at the Dalbert, Woodruff & Isenogle Funeral Home, 2880 Boudinot Avenue at Queen City.
